ATVs, UTVs, and side-by-sides in Kentucky require specific insurance — standard auto and homeowners policies don’t cover them properly. What Kentucky law requires
Kentucky doesn’t require insurance on off-road ATVs and UTVs — they’re not “motor vehicles” under state code when operated off public roads. However:
- Some Kentucky county road ordinances allow ATV/UTV use on specified roads — those uses may require insurance
- Riding on federal lands (LBL, Corps of Engineers) has federal permit requirements
- Any commercial or agricultural use may trigger different requirements
Why homeowners doesn’t cover ATV/UTV incidents
Most homeowners policies exclude motorized recreational vehicles for both property damage and liability. If your ATV is stolen from your garage, homeowners might cover it (limited value). If your ATV rolls and injures someone off your property, homeowners typically excludes the liability entirely.

- Liability — bodily injury and property damage to others
- Comprehensive — theft, vandalism, fire, hail, animal impact
- Collision — damage from a wreck
- Medical payments — your medical bills after a wreck
- Uninsured motorist — hit by an uninsured operator
- Accessories coverage — winches, lift kits, tires, custom paint
- Trailer coverage — the trailer needs its own scheduled coverage

Farm ATV vs. recreational ATV rating
ATVs used exclusively for farm work may be covered under a farm policy at reduced rates. If used both for farm and recreation, rating varies by carrier. Verify what use classification your policy covers.
Umbrella coverage for ATV/UTV
Scheduled ATVs and UTVs can be added to a personal umbrella policy for extra liability protection. Typical add-on: $25-$75 per vehicle per year. Given the injury frequency of off-road vehicle wrecks, umbrella coverage is highly recommended.
Kentucky ATV riding areas and coverage considerations
- Land Between the Lakes (LBL). Turkey Bay OHV Area is a federally managed riding area — permits required. Insurance not federally mandated but strongly recommended.
- Rural Calloway, Marshall, Graves counties. Common for hunting, farming. Farm policies often cover.
- Eastern Kentucky coal fields. Multiple ATV parks (Hatfield-McCoy Trails just across border). Coverage varies by park requirements.
