Boat, Jet Ski, and Pontoon Insurance on Kentucky Lake and Lake Barkley

Boat, Jet Ski, and Pontoon Insurance on Kentucky Lake and Lake Barkley

Boat, jet ski, and pontoon insurance on Kentucky Lake and Lake Barkley should be written on a dedicated watercraft policy — not as an add-on to a homeowners policy — because on-water liability, fuel spill liability, hull agreed-value settlement, and towing/salvage coverage are all essentially absent from homeowners. Written by Blake Boswell, owner of the Boswell Insurance Agency in Murray, KY — 136 five-star Google reviews (5.0★). We are an independent agency representing Erie Insurance, Progressive, GEICO, and 2 additional carriers. Progressive is one of the largest watercraft writers in the Kentucky Lake and Lake Barkley corridor.

Kentucky Lake and Lake Barkley are among the busiest recreational-boating waters in the eastern United States. Wake traffic, tubing/skiing exposure, marina rafting, and mixed powerboat/PWC traffic all raise the odds of a claim. The dockage-to-dockage stretch from Kenlake to Kentucky Dam alone sees enormous traffic on holiday weekends. A proper watercraft policy is the difference between a $2,500 repair and a lawsuit.

Hull coverage: agreed value vs actual cash value

Agreed value

Agreed-value hull coverage sets a specific dollar amount for the boat at policy issue. If the boat is a total loss, the agreed value is paid without depreciation. This is the right choice for newer boats, restored classics, and any boat where market value is difficult to establish.

Actual Cash Value (ACV)

ACV pays market value at time of loss, minus depreciation. Cheaper premium, but a 10-year-old pontoon can settle at a fraction of what you’d expect. For older or lower-value boats, ACV is often acceptable — but do the math before choosing it.

On-water liability

The biggest single reason to have a real boat policy. If you injure a swimmer, damage another boat, or a passenger falls off a tube and is hurt, on-water liability responds. Typical limits start at $100,000 and go up to $500,000 or $1,000,000. Given the crowds on Kentucky Lake on summer weekends, we generally recommend $300,000 minimum and $500,000+ if you tow tubes or skiers.

Uninsured/Underinsured Boater

Similar to auto UM/UIM — protects you if an uninsured or underinsured operator hits your boat and injures you or a passenger. Kentucky does not require watercraft liability the way it requires auto liability, meaning meaningful numbers of boats on the water are uninsured. UM boater coverage is inexpensive relative to the exposure.

Fuel spill liability

Federal law requires cleanup of fuel spills from recreational vessels. A grounded pontoon leaking gas at a marina can generate cleanup costs that easily exceed $50,000. Fuel spill liability specifically covers those cleanup costs and is included in most watercraft policies at $500,000 or higher.

Towing and salvage

Broken down mid-lake? Aground on a stump field? Marine towing on Kentucky Lake or Lake Barkley can easily hit $500-$1,500 for a single tow. Emergency salvage after a sinking or grounding runs much higher. Towing and salvage coverage — usually inexpensive — pays these costs. Companies like Sea Tow and BoatUS operate on the lakes.

Personal effects

Rods, tackle, coolers, tubes, wakeboards, life jackets, and electronics you keep on the boat. Personal effects coverage on a watercraft policy handles them; homeowners contents rarely does when the items are on the boat.

Wakeboard, tubing, and water-ski coverage

Coverage for injuries to skiers, tubers, and wakeboarders being towed behind your boat is a specific line item on watercraft policies. Some policies include it, some require an endorsement, some exclude it entirely. Confirm before you rip laps across Jonathan Creek.

PWC (jet ski) specific rules

  • Higher accident frequency than boats — PWC premium reflects it.
  • Age-of-operator restrictions under Kentucky law and most policies.
  • Rental PWC coverage is limited — do not assume your policy follows you onto a rented Sea-Doo.
  • Trailer coverage is often bundled or requires a separate line item.

Marina-stored vs trailered rates

Boats stored at a marina — especially in covered slips or dry storage — often rate better than trailered boats, because in-water storage reduces trailer accidents and dry storage protects against theft and weather. Kenlake, Kentucky Dam Marina, Green Turtle Bay, Buzzard Rock, Grand Rivers, and Lighthouse Landing all have covered/dry storage that positively affects rating.

Kentucky registration requirements

Kentucky requires motorized vessels to be registered with the Kentucky Department of Fish and Wildlife Resources. Registration numbers must be displayed and a Certificate of Registration must be onboard. Kentucky does not require boat liability insurance by statute, but marinas, HOAs, and lenders often require proof of coverage as a condition of slip rental, mortgage, or storage.

Frequently asked questions

Do I have to have boat insurance on Kentucky Lake?

Kentucky does not statutorily require boat liability insurance. Marinas, HOAs, and lenders often do.

Does my Kentucky homeowners policy cover my boat?

Only within very narrow sublimits and typically only when the boat is on land or in storage. On-water use and liability require a dedicated watercraft policy.

What’s better — agreed value or actual cash value?

Agreed value for newer or higher-value boats. ACV can be acceptable for older or lower-value boats if premium savings justify the ACV settlement risk.

Do I need uninsured boater coverage?

Strongly recommended. Kentucky does not require boat liability, meaning uninsured operators are on the water.

Is tubing coverage automatic?

Not always. Confirm that skier/tuber/wakeboard liability is included or added by endorsement before you go.

Does Progressive write watercraft in Kentucky?

Yes. Progressive is one of the largest watercraft writers on Kentucky Lake and Lake Barkley.

Does Erie write boat insurance?

Erie writes watercraft in many Kentucky scenarios. For higher-horsepower or specialty boats, one of our other markets may be a better fit.
